West Bengal issues instructions to beneficiaries of the FAWLOI Scheme

The Government of West Bengal has issued a Notice to all existing beneficiaries of the Financial Assistance to the Workers of Locked Out Industries (FAWLOI) Scheme. The Notice states that financial assistance will be provided only for the period from April 2020 to September 2020 for the financial year 2020-21. This shall be available to eligible persons based on Self-Declaration.

This Self-Declaration must be made in the prescribed format as is enclosed in the Notice. It must be made on plain paper and all fields thereon must be legibly filled.

The Notice also draws attention to the possible changes in branch IFS code of the beneficiary on account of changes in the regulation and functioning of banks. Therefore, the beneficiaries are required to ensure that correction information such as IFS code or mobile number is provided and the self- declaration form is complete in all respects and is free from mutilation. Failing this, the Self-Declaration will be rejected.

Furthermore, attention is drawn to scenarios where a beneficiary resigns, receives terminal dues, accepts final dividends from Official Liquidator or High Court, receives a pension from EPFO or dies after submitting the Self-Declaration. In these cases, it is the duty of the beneficiary or his/ her nominee or the office bearer of the countersigning Trade Union to report the incident to the Office of the Labour Commissioner. The bank account of the beneficiary shall not be closed without the permission of the Office of the Labour Commissioner.

The beneficiaries are given the option of submitting the Self-Declaration online, through the web portal of the Labour Commissioner of West Bengal. Alternatively, they can also submit the declaration through Registered or Speed Post, superscripted as ‘FAWLOI KOLKATA RLO SELF DECLARATION’ at the address specified in the Notice.

The notice also specifies the manner and the time within which the submissions of the Self-Declarations must be carried out for the particular Units.
