The Ministry of Environment, Forest and Climate Change (MoEFCC) has published the Water Purification System (Regulation of Use) Rules, 2023. The rules outline guidelines for the proper management, storage, and utilization of reject water and discarded elements generated by these systems. These rules were published on November 10, 2023, however, they shall come into force on November 10, 2024.
Key Provisions of the Rules:
1. Standard Mark for Domestic Water Purification Systems:
- All domestic water purification systems manufactured, imported, produced, or assembled after the rules’ commencement must bear the standard mark under a license from the Bureau, adhering to the Indian Standard IS:16240.
- Manufacturers have one year from the publication date to obtain the Standard Mark, i.e up till November 10, 2023.
2. Regulation of Discarded Elements:
- Discarded elements from domestic water purification systems will be regulated according to the Plastic Waste Management Rules, 2016, E-Waste (Management) Rules, 2022, and Hazardous and Other Waste (Management and Transboundary Movement) Rules, 2016.
3. Manufacturer Obligations:
- Manufacturers must submit compliance report to the State Pollution Control Board or the Pollution Control Committee, as the case may be, on or before the 30th November of following financial year,.
4. Commercial Water Purification Systems:
- Users of commercial water purification systems must apply for authorization by May 10, 2024.
- Compliance with the Water (Prevention and Control of Pollution) Act, 1974, and its rules is mandatory.
6. Consumer Awareness:
- Water supply agencies, local bodies, and other entities engaged in potable water supply must inform consumers about water sources and quality, including total dissolved solids concentration, through billing instruments and regular public advertisements.
7. Conformance Label for Water Purification Systems:
- Every domestic water purification system produced after the rules’ commencement must be affixed with a conformance label meeting the prescribed requirements.
These rules aim to enhance the efficiency and sustainability of water purification processes, ensuring responsible waste management and consumer awareness.
