TRAI extends last date for submitting comments and counter comments on the Consultation Paper on “Rationalization of Entry Fee and Bank Guarantees”.

The Telecom Regulatory Authority of India on 23rd August 2022, has extended the last date for receiving comments from the stakeholders on the consultation paper on “Rationalization of Entry Fee and Bank Guarantees”. The last date for submission of written comments shall be made until 6th September 2022. Counter comments may also be submitted by 20th September 2022.

The comments and counter-comments may be sent, preferably in electronic Shri Amit form, to Sharma, Advisor (Finance and Economic Analysis), TRAI, at email ID: fa@trai.gov.in.

As per the current Unified License (Virtual Network Operators) regime, there is a provision of different Entry Fees and two separate bank guarantees i.e., Financial Bank Guarantee and Performance Bank Guarantee for each service authorization. The consultation paper recommends that:

  1. Entry Fee should be reduced and made uniform across all authorizations
  2. Both bank guarantees should be merged and amount of a single Bank guarantee may be prescribed for each authorization.
