The Tamil Nadu Electricity Regulatory Commission (TNERC) published the draft amendment to the Tamil Nadu Electricity Regulatory Commission (Terms and Conditions for determination of Tariff) Regulations, 2005. The draft was published on 31st July, 2020 and provides a period of 30 days there from for submission of objections or suggestions from the general public.
Additionally, the Secretary of the Tamil Nadu Electricity Regulatory Commission will receive any such objections or suggestion addressed to it in duplicate along with a soft copy at 19-A, Rukmini Lakshmipathy Salai, Egmore, Chennai – 600 008 (email id – tnerc@nic.in)
The draft proposes to make the following changes:
- Insert a new clause 9 to Regulation 18 which prescribes for capital expenditure also on the biomass handling unit equipment and facilities, for co-firing.
- Insert a new clause (vii) to Regulation 37 which stipulates that the landed cost of biomass fuel that is blended with coal will be dependent on the delivered cost of the biomass fuel at the unloading point of the generating station. This also includes any applicable taxes or dues.
Moreover, the draft also contains a methodology for estimating electricity generated from biomass in biomass co-firing coal-based thermal power plants, including captive and co-generation power plants co-firing biomass.
