On March 6, 2025, the Government of Tamil Nadu issued significant amendments to the Tamil Nadu Motor Vehicles Rules, 1989.
These changes specifically focus on the implementation and regulation of the Pink Auto Scheme, which promotes women empowerment through the operation of auto rickshaws driven and owned by women.
Here are the key highlights of the amendments:
Definition of “Pink Auto”
A new clause has been added to Rule 3 that defines a “Pink Auto”. It states:
- “Pink auto” means an auto rickshaw owned and driven by women drivers under the Pink Auto Scheme of the Social Welfare and Women Empowerment Department.
Uniform Requirements for Women Drivers
A new proviso has been inserted in Rule 37 to ensure uniformity for women driving pink autos:
- “Provided that the women driving pink auto shall be in pink colour uniform.”
Mandatory GPS and Police Helpline Integration
The amended rules include a new provision under Rule 310-A, which mandates the installation of safety features in Pink Autos:
- “The pink auto shall be fitted with Global Positioning System (GPS) / Vehicle Location Tracking Device and connected to the police helpline to ensure rapid response during emergencies.”
- This aims to enhance safety and security for both drivers and passengers.
Colour Regulation for Pink Autos
A new rule (Rule 364-B) has been added, specifying the requirement for the distinct appearance of Pink Autos:
- “Every Pink auto covered by contract carriage permit shall be painted fully in ‘Pink Colour’.”
- This ensures that all vehicles under the Pink Auto Scheme are easily recognizable and maintain consistency in their visual identity.
Permit Transfer Restrictions
Under Rule 208, a new proviso has been added regarding the transfer of permits:
- “Provided that the permit for pink auto shall not be transferred for, at least five years from the date of issue of permit.”
- This provision ensures the stability and sustainability of the scheme by preventing immediate transfers.
Conclusion:
These amendments to the Tamil Nadu Motor Vehicles Rules are aimed at providing a secure and empowering environment for women drivers through the Pink Auto Scheme. By ensuring the installation of safety devices like GPS, mandating a uniform appearance, and regulating the permit transfer, the state government is taking a comprehensive approach to promote gender equality while enhancing public safety and confidence in women-driven transport services.
