The Department of Industries & Commerce, Govt. of Haryana issued The Draft Haryana IT & ITeS Policy, 2024, which focuses on transforming the IT landscape of Haryana and establishing the state as a leading global hub for the IT/ITeS sector on July 16th ,2024.
Ambitious Objective:
- Doubling IT Service Exports and Turnover: Haryana aims to double its annual IT service exports and turnover, boosting the state’s economic growth and global competitiveness.
- Job Creation: The policy targets the creation of 300,000 jobs in the IT/ITeS sector, providing ample employment opportunities for the state’s residents.
- Promotion of R&D: By establishing Centers of Excellence, the policy aims to promote research and development, fostering a culture of innovation and technological advancement.
- Holistic Development: The policy seeks to foster holistic development across the IT/ITeS sector, ensuring balanced growth and progress statewide.
Key Provisions and Incentives:
- Employment Generation Subsidy: To incentivize employment in the IT/ITeS sector, the policy introduces a substantial employment generation subsidy. Haryana-based units employing residents with valid ESI/PF numbers and remunerations up to INR 40,000, including remote workers within the state, will receive a subsidy of INR 48,000 per year per employee for 10 years. This measure is expected to boost local employment and attract talent to the state.
- Support for Startups: Recognizing the crucial role of startups in driving innovation, the policy provides significant support to emerging ventures. The top 15 performing startups in Haryana will receive free incubation space for up to five seats per startup in government-owned incubators. This support is extendable up to three years based on performance and requirements, as decided by the Steering Committee. This initiative aims to nurture and accelerate the growth of startups, contributing to the state’s dynamic IT ecosystem.
- Operational Flexibility: The policy introduces operational flexibility for IT/ITeS units by permitting three-shift operations. Furthermore, it allows women to work during night shifts, provided the units adhere to necessary safety and security norms. This provision not only enhances operational efficiency but also promotes gender inclusivity in the workplace.
POLICY VALIDITY:
The Draft Haryana IT & ITeS Policy, 2024, will be valid for a period of five years from the date of its notification. However, if a new policy or amendment is introduced by the Government of Haryana within this period, the earlier date will be considered.
