The Goa Land Development and Building Construction (Amendment) Regulations, 2021.

The Government of Goa vide its notification dated 1st July 2021  has published the Draft Goa Land Development and Building Construction (Amendment) Regulations, 2021 to further amend the Goa Land Development and Building Construction Regulations, 2010.

The Amendment states that Clearance from Directorate of Fire and Emergency Services before issue of Occupancy Certificate shall be required for all buildings, above 15.00 meters in height under regulation 3.11.B

In case of building on stilts or building with basements, the height of the building shall be measured from the top of the stilts/basement. However, in case of High Rise Building, the height of the building shall be measured from the ground, the Fire and Life Safety Regulations as per Part 4 of the National Building Code of India 2016 shall be applicable.

The requirements for installation of Lifts, Escalators and Moving Walks shall be as per provisions of part 8 of the National Building Code of India 2016.”

Further, under regulation 15.9.5 the Exit capacity is the number of people that can pass through a stairway, level components (door and corridor) and ramps. The total capacity of all the respective means of egress serving a floor shall be sufficient to allow egress of the entire population of the floor.
