Tamil Nadu Enhances Land Ownership Scheme with Aadhaar Authentication: Empowering Marginalized Agricultural Laborers

On October 17, 2024, the Government of Tamil Nadu issued a notification concerning the use of Aadhaar authentication for beneficiaries of the “Nannilam Magalir Nila Udamai Thittam” scheme. This initiative aims to empower landless agricultural laborers from Scheduled Castes and Scheduled Tribes by facilitating their transition to agricultural landholders.

Objectives of the Notification

  1. Enhancing Service Delivery: The use of Aadhaar as an identity document simplifies the process of delivering services, ensuring greater transparency and efficiency. It allows beneficiaries to access their entitlements without needing multiple documents.
  2. Support for Marginalized Groups: The “Nannilam Magalir Nila Udamai Thittam” scheme specifically targets landless agricultural laborers, aiming to improve their economic conditions and empower them through land ownership.

Key Provisions

  1. Aadhaar Requirement: Individuals eligible for benefits under the scheme must provide proof of Aadhaar number or undergo Aadhaar authentication.
  2. Enrollment for Aadhaar: Those without an Aadhaar number must apply for enrollment before registering for the scheme. Enrollment centers can be found on the Unique Identification Authority of India (UIDAI) website.
  3. Aadhaar Enrollment Facilities: The implementing agency must provide Aadhaar enrollment facilities for beneficiaries who are not yet enrolled. If there are no enrollment centers in the area, arrangements will be made to provide these services at convenient locations.
  4. Alternate Documentation: Beneficiaries who have not yet received their Aadhaar can still access scheme benefits by providing:
    • Aadhaar Enrollment Identification Slip (if applicable)
    • One of the following identity documents:
      • Bank or Post Office Passbook with Photo
      • PAN Card
      • Passport
      • Voter ID
      • Driving License
      • Any other document specified by the Department

These documents will be verified by designated officers.

  1. Public Awareness Campaigns: The department will conduct media campaigns to inform beneficiaries about the new requirements and processes.

Mechanisms for Addressing Authentication Issues

The notification also provides solutions for potential challenges in Aadhaar authentication:

  1. Alternative Authentication Methods: If biometric authentication fails due to poor fingerprint quality, alternative methods such as Integrated Risk Information System scans or face authentication will be used.
  2. One-Time Passwords (OTPs): Where biometric methods fail, Aadhaar OTPs or Time-Based OTPs will be offered to facilitate authentication.
  3. Physical Aadhaar Letters: If digital methods are unavailable, benefits may be provided based on the physical Aadhaar letter, verified through a Quick Response (QR) code.
  4. Exception Handling Mechanism: To ensure that no beneficiary is deprived of benefits, the department will follow the exception handling protocols outlined in a 2017 memorandum from the Direct Benefit Transfer Mission.
