The PM-Surya Ghar: Muft Bijli Yojana has also unveiled a component to accelerate rooftop solar deployment through incentives for Local Bodies. Additionally, the PM-Surya Ghar: Muft Bijli Yojana has launched a Capacity Building program to empower a skilled workforce for India’s rooftop solar revolution.
New Framework Ensures Quality and Choice for Solar Products under PM-Surya Ghar Yojana
This framework will ensure that consumers will have access to a clear list of approved solar product models. Additionally, only high-efficiency and warranty-backed solar products will be included in the list. Consumers can choose products that best suit their needs and budget.
On-boarding of Solar PV Manufacturers on DCR Verification Portal
The DCR Verification Portal aims to ensure that domestically manufactured solar panels are used in government-backed solar projects. All manufacturers enlisted under the Approved List of Models and Manufacturers (ALMM) are required to register their facilities on the portal and start entering relevant data. This data will be crucial for future DCR verification.
Clarification On Domestic Content Requirement For Solar PV Power Projects
The present clarification confirms that Thin Film Solar PV Modules manufactured in the integrated factory of First Solar in India are considered domestically manufactured for DCR purposes. This implies these modules can be deployed in MNRE projects requiring domestically produced components.
MNRE Notifies Process of Vendor Registration for PM-Surya Ghar Scheme
The MNRE states that several DISCOM consumers (consumers connected to a specific electricity distribution company have been applying to the national portal for rooftop solar installations. These installations can be done only by vendors registered on the national portal. Hence, the MNRE has published the process for vendor registration on the national portal.
Updated List of Approved Solar Photovoltaic Module Manufacturers and Models
Under the updated Approved List of Models and Manufactures for Solar Photovoltaic Modules, the enlistment of models of Solar PV Module Manufacturers in the Approved List of Models and Manufacturers (ALMM) will be subject to stringent criteria. Only models that comply with the Bureau of Indian Standards (BIS) and meet the minimum module efficiency requirements will be eligible for enlistment under ALMM.
Extension of Deadline for Quality Control Compliance in Solar Photovoltaic Inverters
Considering factors such as the availability of test facilities for limited capacities and the need to provide additional time for compliance, the Central Government has decided to extend the implementation of the Quality Control Order (QCO), 2017, for SPV inverters with a capacity exceeding 100 kW (>100 kW). The new deadline for compliance is now December 31, 2024, or until further orders, based on self-certification.

Under this cooperative framework, the MNRE will extend its support by providing technical expertise, policy guidance, and capacity-building assistance.
