E-Waste (Management) Second Amendment Rules, 2023
Incorporating crucial amendments to the existing E-Waste (Management) Rules, 2022, the newly introduced provisions highlight the importance of adopting approved destruction technologies for managing refrigerants. The Central Pollution Control Board (CPCB) will issue guidelines to oversee the proper implementation of these technologies.

According to the data collected from countrywide sales and the average life of electrical and electronic equipment (EEE) as mandated under the E-waste Management Rules, 2016, India generated approximately 13,46,496.31 tonnes and 16,01,155.36 tonnes of e-waste in the financial years 2020-21 and 2021-22, respectively.
Hazardous and Other Wastes (Management and Transboundary Movement) Amendment Rules, 2023
The amendment primarily focuses on Schedule III of the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016. In Part D of the schedule, specific changes have been made to Basel No. B1110. Part D covers the list of other wastes applicable for import and export without permission from MoEFCC.
Recyclers must Generate EPR Certificates through EPR Portal
Recyclers who handle electronic waste are now mandated to maintain records of sales and purchases of different recovered materials and e-waste through invoices linked to the Goods and Services Tax (GST) system. These records are essential for generating the EPR Certificate on the EPR Portal. In order to comply with this requirement, recyclers must adopt e-invoices through the GST Portal for the sale and purchase of various recovered materials and e-waste.
