CERC Indian Electricity Grid Code (First Amendment) Regulations, 2024
The regulations set limits on the duration of infirm power injection for different types of generating stations, including renewable energy sources (REGs) and energy storage systems (ESS). They also clarify the timing for the commencement of scheduling for newly commissioned generating stations. Additionally, The regulations provide for compensation to thermal power plants operating below their normative levels.
September 2024 Escalation Rates For Imported Coal
The cost of imported coal has seen a decrease to 0.24%. The cost of transporting imported coal has also decreased by 2.15%. The cost of handling imported coal within India has increased to 0.61%.
Staff Paper On Modifications In The General Network Access Regulations
The Central Electricity Regulatory Commission (CERC) has invited comments from stakeholders on a proposed Staff Paper outlining potential modifications to the Central Electricity Regulatory Commission (Connectivity and General Network Access to the inter-State Transmission System) Regulations, 2022 (GNA Regulations). Stakeholders can submit their comments and suggestions on the Staff Paper by November 11, 2024, via email to secy@cercind.gov.in and shilpa@cercind.gov.in.
CERC Proposes Changes to Electricity Trading Contracts
The commission proposes to review the continuation of Contingency Contracts in light of their performance and the introduction of alternative options like Real-Time Markets (RTM). Additionally, CERC also proposes to withdraw Intra-Day Contracts in all the Power Exchanges. Power exchanges will be required to offer pre-specified time slots for TAM contracts, including Base/RTC, Peak, Off-Peak, and Night. Stakeholders can submit their feedback on these drafts by November 4, 2024.
Proposed Changes to Deviation Settlement Mechanism Open for Public Feedback
The draft amendments, titled Draft Central Electricity Regulatory Commission (Deviation Settlement Mechanism and Related Matters) (First Amendment) Regulations, 2024 aim to improve the functioning of the electricity market. All comments and suggestions must be submitted by November 1, 2024.
Deadline Extended for Comments On Draft Electricity Tariff Regulations Amendment
The CERC had previously requested that comments on these draft regulations be furnished by September 6, 2024. By the present notice the CERC has extended this deadline till September 27, 2024. Through the draft regulations, the CERC seeks to amend the Central Electricity Regulatory Commission (Terms and Conditions of Tariff) Regulations, 2024 issued on March 15, 2024.
CERC Finalizes Tariff for Renewable Energy Projects From July 1, 2024 To March 31, 2025
The Commission has maintained the proposed bagasse fuel prices for the first year of the control period for bagasse-based cogeneration plants. Additionally, the final levellized generic tariff for Renewable Energy (RE) projects has been determined for various projects and for different states of the country.
New Regulations to Ensure Power Grid Stability
The primary goal of these regulations is to discourage deviations from the power schedule, which can lead to grid instability. To achieve this, a commercial mechanism will be implemented to penalize such deviations. All grid-connected entities, including power generators, distributors, and traders, will be subject to these new rules.
Draft Regulations on Electricity Tariff Terms and Conditions
The draft regulations aim to amend the existing framework for terms and conditions associated with electricity tariffs. The deadline for submitting comments is September 6, 2024. A public hearing will be held at a later date to provide an opportunity for further discussion and feedback.
Proposed Changes to Power Grid Connectivity Regulations Under Public Review
The draft regulations aim to further streamline the process of connecting to the national power grid for various entities. This includes changes in withdrawal of applications for connectivity or General Network Access (GNA) and treatment of bank guarantees, minimum capacity requirements, Grant of Connectivity to Renewable Energy Generating Stations (REGS) seeking to get connected to transmission network of Bhakra Beas Management Board (BBMB) or other aspects of grid access.
