The Central Electricity Regulatory Commission (CERC) has extended the deadline for stakeholders to submit comments and suggestions on the Staff Paper titled “Regulatory Oversight on Bidding Behaviour in Power Exchanges.” The extension was granted in response to requests from stakeholders who sought more time to provide their feedback.
Public Hearing on New Proposed Charges Associated With Regional Load Despatch Centres
The CERC released draft regulations on April 4, 2024, outlining a new framework for calculating and collecting fees used to operate RLDCs. The public comment period ended on May 20, 2024. However, in order to gather diverse perspectives, the CERC will hold a public hearing on May 30, 2024, at 2:30 PM via video conferencing.
Extension In Timeline For Furnishing Comments On Draft DSM Regulations, 2024
These draft regulations outline the process for managing deviations from power schedules in the Indian electricity grid. The CERC notes that several stakeholders requested more time to provide feedback on the draft regulations. The CERC has responded to this request by extending the deadline from May 24, 2024, to June 3, 2024.
2024 Transmission License Regulations
Only companies selected through competitive bidding or entities chosen by the government can apply for a license for interstate transmission of electricity. Distribution licensees and bulk consumers developing dedicated transmission lines are exempt from needing a license.

The amendments aim to fortify the regulatory framework governing cross-border electricity trade. By introducing the Settlement Nodal Agency Charge and specifying its collection mechanism, the CERC aims to ensure the smooth functioning of cross-border transactions and foster greater cooperation among participating entities.
Draft Electricity (Rights of Consumers) Second Amendment Rules, 2023
These rules state that on request of any owner or occupier of any premise in a Group Housing Society or Residential Colony or Resident Welfare Association, the distribution licensee shall provide individual connection for supply of electricity. The draft rules also provide that the distribution licensee shall provide a separate connection for supply of electricity for Electric Vehicle (EV) charging system. Comments or suggestion on these draft rules have been invited up to January 12, 2024.
