Statistics Officers Empowered for Annual Survey of Industries 2022-23

The Ministry of Statistics & Programme Implementation has appointed individuals and their assignees as Statistics Officers for the Annual Survey of Industries (ASI) 2022-23. This notification was published on November 23, 2023.

Each designated Statistics Officer is required to promptly submit an undertaking in the prescribed format, Form-I. The authorized persons, after submission of the undertaking, will be engaged in the geographical jurisdiction of the Statistics Officer to verify information provided by informants, inspect relevant records, and seek clarifications as necessary. These authorized individuals will carry a photo identity card and a letter of authorization issued by the respective Statistics Officer.

Furthermore, the Statistics Officers will keep the undertakings of the authorized persons in their safe custody and forward a certificate confirming the receipt of these undertakings to the Office of the Additional Director General, Field Operations Division, National Sample Survey Office, New Delhi.

The statistics collected as part of ASI 2022-23 will be processed by officials at the Office of the Deputy Director General, Industrial Statistics Wing, Kolkata, and the Labour Bureau. The data and reports generated will be kept and disseminated by the Industrial Statistics Wing, the Computer Centre of the Ministry, and the Labour Bureau in accordance with government policy guidelines.

The Ministry has delegated specific powers to the appointed Statistics Officers, including the authority to depute or authorize officials, provide notice to informants for data submission, and offer electronic submission options through a web portal.

The informants are owners or occupiers or persons in-charge of:

  • factories registered under the Factories Act, 1948 or
  • establishments registered under the Beedi & Cigar Workers (Conditions of Employment) Act,1966 or
  • units registered under the Companies Act, 2013,
  • units registered under the Shops and Commercial Establishments Act,
  • units registered under the Societies Registration Act,
  • units registered under the Cooperative Societies Act,
  • units registered under the Khadi and Village Industries Board,
  • units registered under the Directorate of Industries (District Industries Centre)

Such entities would be issued notice by Statistics Officer for furnishing this information.

The ASI 2022-23 will collect statistics related to the growth, composition, and structure of the organized manufacturing sector across India. Informants, comprising owners, occupiers, or persons in charge of relevant establishments, will be required to furnish information in prescribed formats either in Hindi or English.

The information to be collected encompasses assets and liabilities, receipts, expenses, input items, products, distributive expenses, employment and labor cost, working days, man-days worked, absenteeism, labor turnover, man-hours worked, earning, and social security benefits.

Informants are obligated to submit information in the specified manner and by the stipulated date, as mentioned in the notice received from the concerned Statistics Officer. Business records, including balance sheets, profit and loss accounts, and other relevant documents, may be inspected to ensure data accuracy.

The Ministry expects the comprehensive and accurate data collection to contribute to informed policy-making and strategic planning for the industrial sector.
