Star Rating Mandated on Washing Machine Labeling for Energy Efficiency

The Bureau of Energy Efficiency (BEE) has introduced the Bureau of Energy Efficiency (Particulars and Manner of their Display on Labels of Washing Machine), Regulations, 2023. These regulations were notified on 31st October, 2023.

The regulations contemplate detailed labeling for washing machines. They aim to provide consumers with essential information about the products they purchase.

Under the new regulations, every washing machine must display specific particulars on its label, including:

  • Star level
  • Bureau of Energy Efficiency logo
  • Name of the appliance
  • Type of washing machine
  • Brand or make
  • Model number and year of manufacturing or import
  • Load capacity
  • Water consumption
  • Unique label series code and
  • Label period

These details will help consumers make informed choices by considering energy consumption, water usage, and other important factors when buying a washing machine.

The regulations also outline the design, color, size, and content of the label, all of which are specified in the accompanying schedule.

To facilitate a smooth transition, washing machine manufacturers and importers have been given a time frame. Within six months from the date of these regulations coming into force, every washing machine should have a label that includes all the specified particulars. Hence, these labelling requirements must be complied with before May 1, 2024.

Additionally, when the Central Government notifies revised energy performance standards, washing machine manufacturers must ensure that their products adhere to these new standards. This includes displaying the revised star level, label period, and energy consumption standard in synchronization with the manufacturing year. Manufacturers are advised to produce or import the product two months in advance of the new standards’ commencement.

Furthermore, companies are urged to prepare dealers, retailers, and consumers for the changes in advance, ensuring a seamless transition to the revised standards.

The manner of label display is also detailed in the regulations, emphasizing that the label should be easily visible and firmly affixed to the washing machine. For units not on display, the label may be attached to the exterior of the casing or included in the product’s documentation.

The regulations introduce a stringent permission process for affixing star labels to washing machines. Companies must obtain prior permission from the Bureau of Energy Efficiency and make a label security deposit, with fees varying based on company size and number of models.

To ensure compliance with energy performance standards, companies are required to affix labels only on the models for which permission has been granted and must bear the cost of label printing and affixing. They must also maintain the star level displayed on the label, pay label fees, and provide production and distribution details to the Bureau.

Failure to comply with these regulations can result in the cancellation of permission and publication as a defaulter.

These regulations represent a significant step forward in promoting energy efficiency and consumer awareness in the washing machine industry, aiming to empower consumers to make more informed purchasing decisions while driving the adoption of energy-efficient appliances. Manufacturers, traders, and sellers in the sector are expected to adapt to these new requirements in the coming months.
