Rajasthan Government Proposes Amendments to Motor Vehicles Rules

On December 30, 2024, the Transport and Road Safety Department of the Rajasthan Government issued a notification regarding proposed amendments to the Rajasthan Motor Vehicles Rules, 1990.

These amendments are made under the powers conferred by sections of the Motor Vehicles Act, 1988.

 The draft rules have been published for public information and are open for suggestions and objections for 15 days from the date of their publication in the Official Gazette.

The proposed amendments will be known as the Rajasthan Motor Vehicles (Third Draft Amendment) Rules, 2024.

Amendment to Rule 2.1 that highlights Licensing Authority under Chapter II – LICENSING OF DRIVERS OF MOTOR VEHICLES

  • The existing punctuation at the end of Rule 2.1 will be changed from a period (.) to a colon (:).
  • A new proviso will be added to clarify that for services related to Driving Licenses, when applications are received and processed electronically through a faceless management system, the assigned authority by the system will be considered the Licensing Authority for that purpose.

Amendment to Rule 3.1 that highlights Licensing Authority under – CHAPTER III LICENSING OF THE CONDUCTOR OF STAGE CARRIAGES

  • Similar changes will be made to Rule 3.1, with a punctuation change (period to colon).
  • Additionally, a proviso will be added for services related to Conductor’s Licenses. When applications for these licenses are processed electronically by the faceless management system, the authority assigned by the system will be considered the Licensing Authority.

Amendment to Rule 4.1 that highlights Registering Authority under REGISTRATION OF MOTOR VEHICLES

  • In Rule 4.1, the proposed amendments will also include a punctuation change.
  • A new proviso will clarify that for services related to the Registration of Vehicles, when applications are processed electronically by the faceless management system, the authority assigned by the system will be considered the Registering Authority.

    The public is invited to send their objections or suggestions regarding these proposed amendments within 15 days of the notification’s publication in the Official Gazette (January 14, 2025) .
