Proposed Changes to National Commission for Allied and Healthcare Professions Rules

The Ministry of Health and Family Welfare (MOHFW) has proposed amendments to the National Commission for Allied and Healthcare Professions (NCAH&P) Rules, 2021. These changes aim to improve the functioning and transparency of the NCAH&P. These proposed draft rules were published on August 30, 2024.

Key Proposed Changes

Tenure of Members

Part-time members of the NCAH&P, including the Chairperson and Vice-Chairperson, will have to retire upon reaching the age of 70.

The terms of Chairperson and Vice-Chairperson will also be subject to the age limit of 70. Their service conditions will be governed by specific rules regarding contributory provident fund and conduct during their tenure.

Vacancies in the NCAH&P will be filled within three months by the respective appointing authority (Central or State government) depending on the position. Appointed members will serve the remaining term of the vacated position.

The qualification for the Secretary position has been revised to require a postgraduate degree in a relevant field, proven administrative experience, and a minimum service record in specific pay grades.

Application Process

Applications for registration will be submitted to the concerned State Council, except in cases where no State Council exists.

The draft rules propose to revise the registration certificate (Form C).

The NCAH&P, with Central government approval, will determine the application fee for registration.

The requirement for a provisional registration certificate during application for registration has been removed.

New Functions of the NCAH&P

The proposed amendments broaden the NCAH&P’s responsibilities. The Commission will now:

  • Study ways to rationalize the cost of education for allied and healthcare professions.
  • Recommend measures to improve accessibility of education through modern technology, infrastructure sharing, and best practices.
  • Consult with stakeholders like state governments, associations, and the public while formulating regulations.
  • Ensure transparency by publishing draft regulations and considering public feedback.
  • Inform the Ministry of Health and Family Welfare about major decisions and publish them on the NCAH&P website.
