PM-Surya Ghar Muft Bijli Yojana Gets Boost: New Models and Financial Assistance for Rooftop Solar

The Union Ministry of New and Renewable Energy (MNRE) has announced new guidelines to accelerate the adoption of rooftop solar power under the PM-Surya Ghar Muft Bijli Yojana. These guidelines introduce two new implementation models alongside the existing option:

1. RESCO (Renewable Energy Service Company) Model: This model allows consumers to benefit from rooftop solar without the upfront investment. Third-party companies (RESCOs) will install and maintain the solar panels, and consumers will pay only for the electricity generated, reducing upfront costs.

2. Utility-Led Aggregation (ULA) Model: Under this model, DISCOMs (power distribution companies) or state-designated entities will take the lead in installing rooftop solar panels on behalf of individual households in the residential sector. This simplifies the process for homeowners and potentially reduces installation time.

Financial Support for RESCO Model

The scheme also includes a ₹100 crore corpus fund to establish a Payment Security Mechanism (PSM). This mechanism aims to de-risk investments for companies offering the RESCO model, potentially leading to a wider range of financing options and more competitive rates for consumers. The ₹100 crore fund may be further supplemented with additional grants or funds subject to Ministry approval.

Existing Option Remains

These new models are intended to supplement the existing method where consumers can directly invest in and install rooftop solar panels through the national portal (https://www.pmsuryaghar.gov.in/).
