Pharmacy Council of India Issues Guidelines for Inspections in Academic Year 2025-2026

The Pharmacy Council of India (PCI) has issued a strict set of special guidelines for the inspection of pharmacy institutions for the upcoming academic session 2025-2026. The Council has observed instances of non-compliance with existing guidelines and circulars by both inspectors and institutions. Hence, it has issued this order dated March 24, 2025.

In a communication referencing a previous circular dated March 7, 2025, the PCI has highlighted several key areas where strict adherence to regulations is now mandatory.

Key Instructions for Inspectors and Institutions

1 Both inspectors and institutions are explicitly directed to follow all guidelines and circulars issued by the PCI.

    2. Institutions must ensure that all faculty members possess valid QR code-generated smart cards from the DIGI-PHARMed Portal before inspections. Inspectors are required to photograph faculty members with these valid smart cards. Failure to have these arrangements in place during inspection will result in the institution being levied the cost of the inspection.

    3. Inspectors are instructed to restrict their comments to the facilities claimed by the institution as per the Standard Inspection Format (SIF). Recommendations for approval outside their purview are not permitted, and such profiles may be blocked on the DIGI-PHARMed Portal.

    4. Inspectors who fail to comply with the Council’s instructions may face rejection of their Travel Allowance/Daily Allowance (TA/DA) claims, blocking of their DIGI-PHARMed profile, and potential legal action.

    5. All inspectors must meticulously verify the QR code for each faculty member and ensure they are wearing the proper QR code-based smart card while being photographed during the inspection. All faculty photographs must be taken at a designated location within the institution with a consistent and clear background. A sample photograph has been provided for reference.

    6. Inspectors are mandated to thoroughly check the genuineness of the Principal and all faculty members, including their educational qualifications, experience, and salary details. Failure to do so will result in strict action by the PCI against both the institution and the inspectors, which may include the filing of a First Information Report (FIR) and blacklisting for three years from teaching. The PCI will also recommend to the State Pharmacy Council for the cancellation of the registration of the concerned individuals.

    The Pharmacy Council of India has emphasized that these guidelines are for strict compliance and urges all stakeholders to adhere to them meticulously to ensure the integrity and quality of pharmacy education in India.
