Petroleum and Natural Gas Regulatory Board (Technical Standards and Specifications including Safety Standards for City or Local Natural Gas Distribution Networks) Amendment Regulations, 2024

The Petroleum and Natural Gas Regulatory Board (PNGRB) published a notification on 16th February, 2024, detailing amendments to the Petroleum and Natural Gas Regulatory Board (Technical Standards and Specifications including Safety Standards for City or Local Natural Gas Distribution Networks) Regulations, 2008. The amendments, referred to as the Petroleum and Natural Gas Regulatory Board (Technical Standards and Specifications including Safety Standards for City or Local Natural Gas Distribution Networks) Amendment Regulations, 2024.

The amendments clarify the conditions for setting up and operating compression facilities by an authorized entity as part of a City or Local Natural Gas Distribution (CGD) network. The authorized entity can establish such facilities for an initial period of 2 years from the date of authorization, subject to prior approval from PNGRB. 

After 2 years, the operation of these facilities must cease. Additionally, the amendments specify that in cases where a CGS is established outside the authorized geographical area, the Board may grant approval for pipelines connecting from such CGS, provided they are considered part of the authorized CGD network and the entity does not supply natural gas to any customer outside its geographical area.
