The Ministry of Road Transport & Highways has reported that a total of 96,265 vehicles were registered as adapted vehicles across India between January 1, 2020, and March 19, 2025. The legal framework for vehicle alteration or retrofitment and the endorsement of such modifications is outlined in Section 52 of the Motor Vehicles Act, 1988, along with Rules 47A, 47B, and 112 of the Central Motor Vehicles Rules, 1989. These provisions govern the process and ensure that vehicle adaptations are carried out safely and legally.
The Ministry of Heavy Industries (MHI) plays a crucial role in supporting individuals with disabilities in accessing personal mobility. The MHI issues certificates to persons with orthopaedic physical disabilities of 40% or more, enabling them to purchase cars at a concessional rate of Goods and Services Tax (GST).
Registration as “Adapted Vehicle”:
All vehicles purchased under the concessional GST scheme, based on the certificate issued by the Ministry of Heavy Industries, are registered as “Adapted Vehicles” as per the Motor Vehicle Act. This designation ensures that the vehicle’s specific adaptations for the owner’s needs are officially recognized.
