The National Organ and Tissue Transplant Organization (NOTTO), under the Directorate General of Health Services, Ministry of Health and Family Welfare, Government of India, has issued an urgent reminder to all registered transplant hospitals regarding the mandatory reporting of organ transplantation data and registration on the National Transplant Registry. This notice dated March 19, 2025 was published on March 24, 2025.
NOTTO is entrusted with the statutory responsibility of establishing and maintaining a National Transplant Registry, as mandated by Section 13D of the Transplantation of Human Organs and Tissues Act (THOTA), 1994. This registry serves as a vital tool for:
- Providing comprehensive data on organ and tissue transplantation across the country.
- Promoting transparency in the organ donation and transplantation process.
- Supporting fair and equitable allocation of organs and tissues.
- Providing crucial data for the development of effective policies to enhance organ and tissue donation.
NOTTO has expressed serious concern over the persistent failure of many registered transplant hospitals to submit daily and monthly data on transplantation activities and to register transplantations on the National Transplant Registry. This non-compliance severely hinders NOTTO’s ability to fulfill its mandated obligations and impedes the national goal of increasing organ donation rates. The urgency of this matter has been highlighted in recent communications from the Secretary (Health & Family Welfare) dated December 29, 2023 and the Director General of Health Services dated April 10, 2024.
In strict adherence to the THOTA Act, 1994, all registered hospitals are required to:
- Keep accurate records of all transplantation activities.
- Furnish comprehensive data related to both deceased and living donors and recipients to NOTTO through the respective State Organ and Tissue Transplant Organizations (SOTTOS) and Regional Organ and Tissue Transplant Organizations (ROTTOs). This data must be compiled, verified, and submitted monthly, no later than the first week of the subsequent month, using the provided formats (Annexures 1, 2, 3, and 4).
- Regularly update data online on the NOTTO web portal and register both donors and recipients of living transplants within 48 hours of the transplant procedure.
The State Appropriate Authority (SAA), which holds the powers of a civil court under the Act, is requested to ensure strict compliance with these data reporting and registration provisions by all hospitals. After verification by the SAA, the data must be forwarded to NOTTO through the respective SOTTOS. Non-compliance in this regard may be addressed by the SAA in accordance with the provisions of the THOTA Act, 1994.
