The National Medical Commission (NMC) has issued a public notice calling upon all medical colleges and institutions under its purview to immediately submit their Action Taken Reports (ATRs) on the measures prescribed under the “Nasha Mukt Bharat Abhiyaan (NMBA).” This public notice was issued on April 3, 2025.
The “Nasha Mukt Bharat Abhiyaan” is a campaign aimed at raising awareness about substance abuse and providing support to individuals and communities affected by drug addiction. This nationwide campaign was launched by the Department of Social Justice & Empowerment (DoSJE) to combat drug abuse. The involvement of medical colleges is considered crucial in this effort due to their role in healthcare and education.
The Department of Higher Education, Ministry of Education, has requested the pending ATRs concerning the NMBA. As per the Ministry of Education’s (MoE) letter dated February 21, 2025, which was forwarded to the NMC, medical colleges are required to provide their ATRs in the prescribed proforma (Part IV) of the Concept Note. This proforma was initially shared in a Joint D.O. letter dated August 6th, 2024.
Therefore, the NMC has instructed all medical colleges to submit their ATRs directly to the Department of Social Justice & Empowerment, with a copy sent to the Department of Higher Education.

The NMC has emphasized the need for immediate submission of the ATRs. It urges all medical colleges and institutions to prioritize the submission of their ATRs to contribute effectively to the NMBA.
