The Government of Chhattisgarh issued a notification on August 7th 2024, regarding a significant amendment made to the Chhattisgarh Municipal Accounts Rules 1971.
Key Updates:
- Chief Municipal Officer’s New Powers
Previously, the Chief Municipal Officer (CMO) had to submit documents to a competent authority for a payment order. Now, the rules have changed. The CMO will have the authority to issue payment orders directly on each bill or voucher. This streamlines the process and gives the CMO more control over financial transactions.
- Omission of Sub-rule (2) of Rule 81
The previous sub-rule (2) of Rule 81 is now omitted. This means that the previous requirements or procedures specified in this sub-rule are no longer in effect. The change aims to simplify and modernize the process.
- Updated Procedures for Cheques and E-Payments
Sub-rule (2) of Rule 90 has been updated to clarify the process for handling cheques and electronic payments. Now, cheques and e-payments will be prepared by the accountant, but the CMO will be the one authorized to sign and issue them. Additionally, a list of all payment orders, cheques, and e-payments issued by the CMO must be sent to the President within the next three working days. This ensures better oversight and transparency.
- Form 62 Update
In a bid to simplify documentation, the word PRESIDENT will be removed from Form 62. This change reflects the updated procedural and administrative practices.
IMPORTANCE OF THESE CHANGES:
These amendments are designed to streamline municipal financial operations, enhance the efficiency of payment processes, and ensure better oversight. By centralizing payment authority with the CMO and updating the procedural requirements, the State Government aims to reduce bureaucracy and improve financial management.
These changes are effective immediately, so municipal offices should adjust their procedures accordingly. It’s important for all relevant personnel to familiarize themselves with these new rules to ensure smooth implementation.
