The Living Animal Species (Reporting and Registration) Rules, 2024 aim to regulate the possession of various animal species. These rules mandate individuals in possession of any animal species to report details and apply for registration within specific timelines.
The Rules define animal species as living specimens of any animal species listed in Schedule IV of the Wild Life (Protection) Act, 1972. These include captive animals and wild animals.
According to the rules, every person possessing such animal species must electronically report the details and apply for registration. The applicant shall furnish this application by August 29, 2024. Subsequently, registrations shall be made within thirty days of obtaining such species. Each application must be accompanied by a fee of one thousand rupees and relevant documentation based on the acquisition date. Upon satisfactory inquiry and verification, a registration certificate will be issued electronically within fifteen days .
Additionally, individuals must also report and register births, transfers, and deaths of animal species. Therefore, individuals must report births within seven days and transfers within fifteen days. Individuals shall report deaths along with a post mortem report issued by a veterinary practitioner.
Moreover, individuals granted registration certificates must adhere to several regulations, including compliance with Section 49 N of the Act for captive breeding, conducting regular health check-ups, and preventing escapes or interbreeding with indigenous species.
