The Central Government has issued new rules governing the selection, tenure, and conditions of service for Chairpersons of State Pollution Control Boards (SPCBs). These rules aim to enhance the efficiency and effectiveness of these boards in addressing environmental concerns. This notification was published on November 25, 2024.
Key Provisions of the New Rules
A Selection Committee, chaired by the Chief Secretary of the State, will be responsible for recommending suitable candidates for the position of Chairperson.
The Chairperson must possess special knowledge or practical experience in environmental protection or administration. The Chairperson will hold office for a maximum of three years or until the age of 65, whichever is earlier. Removal from office can occur under specific circumstances, such as misconduct, incapacity, or financial interest conflicts.
The Chairperson will be entitled to pay and allowances equivalent to a Group ‘A’ Central Government officer.
The rules also outline other terms and conditions of service, including restrictions on post-retirement employment and disqualification criteria.
These new rules are expected to strengthen the role of State Pollution Control Boards in ensuring environmental protection and sustainable development.
