New Online Dashboard for Enhanced Transparency and Efficiency

The Government of Rajasthan’s Department of Labour on August 14, 2024 issued a notification with regard to stepping up its commitment to improving the Ease of Doing Business by introducing a new online dashboard on its official website.

This move is in compliance with the latest reforms outlined in the BRAP-2024 framework, specifically addressing points 167 and 254. This initiative aims to bring greater transparency and efficiency to the processing of applications and compliance inspections related to various labour regulations.

What is the New Online Dashboard?

The online dashboard is a digital tool that will be available on the Department of Labour’s website https://labour.rajasthan.gov.in/. It is designed to provide real-time or regularly updated information on the status of applications and compliance inspections. Here’s a closer look at what the dashboard will feature:

1. Application Tracking:

  • Applications Received and Granted: Users will be able to view the number of applications that have been received and those that have been granted. This feature is aimed at providing a clear picture of the workload and processing efficiency.
  • Time Taken and Fee Incurred: The dashboard will detail the time taken to process applications and the fees incurred for the approval or certification. This will help in setting clear expectations for applicants regarding the processing times and costs involved.

2. Update Frequency and Transparency:

  • Real-Time or Regular Updates: To ensure that the information is current and relevant, the dashboard will either be updated in real-time or on a regular basis. The update frequency could be daily, weekly, fortnightly, or monthly.
  • Last Updated Date and Time: For transparency, the dashboard will prominently display the last updated date and time. This will help users understand how recent the information is and provide assurance that it is being maintained actively.

Acts Covered by the Dashboard

The dashboard will cover a range of critical labour regulations, ensuring comprehensive transparency across various areas of compliance and application processing. The specific acts covered include:

  • The Contracts Labour (Regulation and Abolition) Act, 1970: This act deals with the licensing of contractors.
  • Shops and Establishment Act: Governs the regulation of shops and commercial establishments.
  • Principal Employer’s Establishment: Under the same Act (The Contracts Labour (Regulation and Abolition) Act, 1970), this covers the establishments of principal employers.
  • Building and Other Construction Workers Act: Focuses on the welfare of workers engaged in building and construction activities.
  • Inter State Migrant Workmen (Regulation of Employment and Conditions of Service) Act, 1979: Regulates the employment and conditions of migrant workers moving between states.

Implementation and Impact

The new dashboard will be implemented immediately, aiming to enhance the efficiency of the Department of Labour’s operations and provide a more user-friendly interface for businesses and applicants. By making this data publicly accessible, the Labour Department seeks to foster a more transparent environment, reduce bureaucratic delays, and help businesses navigate regulatory requirements with greater ease.
