The Department of Pension and Pensioners Welfare on August 10th 2024, has announced the guidelines for the third edition of the Nationwide Digital Life Certificate (DLC) Campaign. Scheduled from November 1 to November 30, 2024, the DLC Campaign 3.0 aims to leverage advanced technology to simplify the process of life certificate submission for pensioners.
The Digital Life Certificate Campaign 3.0:
The DLC Campaign 3.0 is an ambitious nationwide initiative designed to facilitate the digital submission of life certificates by pensioners. This campaign marks the largest effort yet to achieve comprehensive digital empowerment among pensioners, employing face authentication technology along with other modern technology options.
Key Features of the DLC Campaign 3.0
1. Nationwide Coverage: The campaign will span 800 cities and districts across India, ensuring widespread accessibility for pensioners.
2. Technology-Driven Approach:
– Face Authentication Technology: Utilizing cutting-edge technology for secure and accurate verification.
– Bio-Metric Devices & Iris Scanners: Providing multiple options for authentication.
– Video-KYC: Facilitating remote verification through video calls.
– IPPB App: Enabling submissions through the India Post Payments Bank app, especially through Gramin Dak Sevaks.
– Doorstep Services: Public Sector Banks will offer doorstep services for super senior pensioners.
3. Collaborative Effort: The campaign will be coordinated by the Department of Pension and Pensioners Welfare in collaboration with various stakeholders including Ministries/Departments, Pension Disbursing Banks, Pensioners’ Welfare Associations, the Controller General of Defence Accounts (CGDA), UIDAI, and the Ministry of Electronics and Information Technology (MeitY).
4. Real-Time Monitoring: The campaign will be monitored in real-time through the DLC campaign portal. This will ensure transparency and efficiency throughout the process.
5. Pension Disbursing Banks’ Role: Banks will devise detailed plans for the campaign, including setting up camp locations, dates, and appointing nodal officers. These plans will be shared on the DLC campaign portal.
6. Information Dissemination: Pensioners’ Welfare Associations will play a key role in spreading information about the campaign to all eligible pensioners, ensuring that they are aware of the available services and how to utilize them.
Past Success and Future Goals
– DLC Campaign 1.0 (November 2022): Held in 37 cities, it saw 35 lakh Central Government Pensioners successfully submit their life certificates.
– DLC Campaign 2.0 (November 2023): Expanded to 597 locations in 100 cities, with 45.46 lakh Central Government Pensioners participating.
