On March 24, 2025, the Ministry of Commerce and Industry, under the Department for Promotion of Industry and Internal Trade, issued the Hinges (Quality Control) Order, 2025, superseding the previous Hinges (Quality Control) Order, 2024. This new order, which came into force on its publication date in the Official Gazette, is aimed at ensuring the standardization and quality control of hinges manufactured or imported into India.
Key Highlights of the Hinges (Quality Control) Order, 2025:
Compulsory Use of Standard Mark:
- All hinges listed in the Order must conform to the relevant Indian Standards (IS) specified in the table below. Additionally, these products are required to bear the Standard Mark under a license from the Bureau of Indian Standards (BIS) as per the Conformity Assessment Regulations, 2018.
- Exemptions:
- Goods manufactured domestically for export are not subject to this order.
- Manufacturers of hinges can import up to 200 units annually for research and development purposes. These imported hinges must not be sold commercially and must be disposed of as scrap. Additionally, manufacturers must maintain records of such imports and provide them to the government upon request.
Certification and Enforcement:
- The Bureau of Indian Standards (BIS) will act as the certifying and enforcing authority for compliance with this order.
Penalties:
- Any person violating the provisions of this Order will be penalized under the Bureau of Indian Standards Act, 2016.
The order aims to regulate the manufacturing and importation of hinges to ensure high-quality standards for various types of hinges used across industries, including construction, furniture, and hardware.
