New Amendments to Assam Elementary Education Rules

The Assam Department of School Education, on July 16th2024 issued the Assam Elementary Education (Provincialization)(4th Amendment )Rules 2024 , to further amend the Assam Elementary Education (Provincialization) Rules, 1977.

Key Changes in the Amendment

The amendments introduced two major updates:

  1. Definition of Special Recruitment Drive: A new clause has been added to Rule 2, which deals with definitions. The clause defines Special Recruitment Drive as follows:

(xii a) Special Recruitment Drive means such drive the Government may undertake to recruit regular teacher from the existing contractual or State Pool teachers under Samagra Shiksha Abhiyan, Assam.

This inclusion recognizes the potential of existing contractual and State Pool teachers and provides a pathway for their recruitment into regular teaching positions through specialized drives.

  1. Method of Recruitment: A new sub-rule has been added to Rule 3, which outlines the methods of recruitment. The sub-rule states:

The Government may in special circumstances recruit experienced teachers by special recruitment drive to recruit regular teacher in appropriate cadre from the existing contractual teachers and state pool teachers working under Samagra Shiksha.

This provision allows the government to recruit experienced contractual and State Pool teachers into regular positions, acknowledging their experience and service under the Samagra Shiksha Abhiyan.

Implications of the Amendments

These amendments are a significant step towards enhancing the recruitment process for teachers in Assam. By recognizing the experience of contractual and State Pool teachers, the government aims to:

  • Leverage Experience: Utilize the skills and experience of teachers who have already been contributing to the education system under Samagra Shiksha Abhiyan.
  • Enhance Stability: Provide a more stable and regular employment pathway for contractual teachers, leading to improved job security and morale.
  • Ensure Quality Education: Recruit experienced teachers into regular positions, which can lead to better educational outcomes for students.

The Assam Elementary Education (Provincialization) (4th Amendment) Rules, 2024, reflect the government’s commitment to strengthening the education sector by making the recruitment process more inclusive and efficient. This move is expected to not only benefit the teachers but also improve the overall quality of education in the state.

The new rules will come into effect from July 16, 2024.
