The National Commission for Homoeopathy has notified the National Commission for Homoeopathy (Recognition of Qualifications of Homoeopathy) Regulations, 2023. These Regulations were dated 12th July, 2023 and were published on 19th July, 2023. They have come into force on the date of their publication.
According to the newly issued guidelines:
- The Commission will maintain a list of recognized medical qualifications on its web portal, displayed in Annexure-I format.
- Each recognized medical qualification will have a specified validity period, as mentioned in Annexure-VII.
- The details of recognized medical qualifications will be communicated to the respective State or Union territories Medical Councils for Homoeopathy, following the format in Annexure-VII.
- A Digital Code will be generated for each medical qualification, incorporating information about the state or Union territory, university code, medical institution code, and qualification abbreviation code.
- All medical qualifications listed in the Second Schedule to the Homoeopathy Central Council Act, 1973, as specified in Annexure-VI, will also be displayed on the Commission’s web portal.
- The listed medical qualifications in Annexure-VII will be officially recognized for the purposes of the Act.
To obtain recognition for a medical qualification, universities or medical institutions must fulfill the following eligibility criteria:
- The medical institution or university must be located in India and duly permitted by the Commission or Central Government or the erstwhile Central Council for Homoeopathy.
- The nomenclature, duration, syllabus, and evaluation system of the medical qualification must be approved by the Commission or Central Government or the erstwhile Central Council for Homoeopathy.
The application process for recognition involves submission in the prescribed Form A or Form B, depending on whether it is an undergraduate or postgraduate medical qualification, respectively. The Board will then examine the applications based on the eligibility criteria specified.
After processing the applications, the Board will communicate its decision, either granting recognition or denying it, within six months. In case of any deficiencies, applicants will have the opportunity to rectify them, failing which the application will be rejected.
If an application is rejected, the applicant may appeal to the Commission within sixty days from the date of the rejection. The Commission will review the appeal and may direct the Homoeopathy Education Board to grant recognition if deemed appropriate. Alternatively, the appellant may file a second appeal with the Central Government, and their decision will be final.
Additionally, the regulations address the recognition of medical qualifications awarded by institutions outside India. Such qualifications listed in the Third Schedule to the Homoeopathy Central Council Act, 1973, as per Annexure-IX, will be displayed on the Commission’s web portal and recognized for the purposes of the Act.
