MoRTH notifies Central Motor Vehicles (Sixteenth Amendment) Rules, 2022.

The Ministry of Road Transport and Highways on 20th September 2022, published the Central Motor Vehicles (Sixteenth Amendment) Rules, 2022 through which it has notified amendments to the rules related to Accredited Driver Training Centres (ADTC)

The Amendment is brought under rule 14 which deals with Application for a driving licence in which sub-rule 1 has been substituted as follows:

An application for a driving license shall be made in Form 4 and shall be accompanied by-

  • an effective learner’s license to drive the vehicle of the type to which the application relates;
  • appropriate fee as specified in rule 32, for the test, or the subsequent test, as the case may be, of competence to drive for each class and for issue of licence;
  • the applicant’s recent passport size photograph;
  • save as otherwise provided in rule 6, a medical certificate in Form 1A in case of an application for license to drive a transport vehicle;
  • in the case of an application for driving license to drive a transport vehicle, a driving certificate in Form 5 issued by the school or establishment from where the applicant received instruction, if any;
  • proof of residence and age;
  • certificate from Accredited Driver Training Centre in Form 5B, if any.

Further the provisions relating to Accredited Driver Training Centres has been streamlined as follows:

  • Renewal of accreditation of an ADTC shall be valid for a period of five (5) years.
  • Syllabus for imparting training for two-wheelers has been specifically detailed to comprehensively cover practical as well as theoretical knowledge.
  • The trainee will be required to pass the “test of competence to drive” in order to receive the proficiency test certificate for issue of driving license.
  • Other provisions linked to ADTC viz. fees, issue of driving license etc. have been clarified.
