MOCI Electrical Appliances QCO for Domestic Water Heating

On January 16, 2025, the Ministry of Commerce and Industry issued the Electrical Appliances for Domestic Water Heating (Quality Control) Order, 2025 under the Bureau of Indian Standards Act, 2016.

This new order supersedes the previous Electrical Appliance for Domestic Water Heating (Quality Control) Order, 2023, and aims to ensure the quality and safety of electrical appliances used for domestic water heating in India.

  • The order is officially titled “Electrical Appliances for Domestic Water Heating (Quality Control) Order, 2025”

  • It will come into effect from January 21 , 2025

Compulsory Use of Standard Mark:

  • The order mandates that the goods and articles specified in the Table must conform to the corresponding Indian Standards outlined in the order.

  • All relevant appliances must bear the Standard Mark issued under a license from the Bureau of Indian Standards (BIS) as per Scheme-1 of the BIS Conformity Assessment Regulations, 2018.
  • Exemptions:
    • Exports: The order does not apply to goods manufactured domestically for export.
    • Micro and Small Enterprises: These businesses are required to comply with the Indian Standards starting from the date specified in the Table, with different timelines for micro and small enterprises.
    • R&D Imports: Manufacturers of electric appliances for domestic water heating can import up to 200 units per year for research and development. These imported goods cannot be sold commercially and must be disposed of as scrap. A year-wise record of such imports must be maintained and submitted to the Central Government.

Certification and Enforcement:

  • The Bureau of Indian Standards (BIS) will serve as the certifying and enforcing authority for ensuring compliance with this order.

Penalties for Non-Compliance:

  • Any person or manufacturer who fails to comply with the provisions of this order will be subject to penalties as per the Bureau of Indian Standards Act, 2016.
