MNRE Proposes Lower Efficiency Thresholds for Solar Modules in Off-Grid Applications

The Ministry of New and Renewable Energy (MNRE) has released a draft amendment to the Approved Models and Manufacturers of Solar Photovoltaic Modules (ALMM) Order, proposing a reduction in module efficiency thresholds for specific off-grid solar applications. This office memorandum was issued on February 14, 2025.

This amendments aims to address representations received regarding the current efficiency requirements for projects like solar lamps, lights, street lights, and fans.

The current ALMM Order, designed to ensure quality and reliability in solar photovoltaic modules, sets minimum efficiency standards for different categories of applications. However, the MNRE has recognized the need for adjustments in the off-grid sector, particularly for applications using modules with individual capacities of less than 200 Watt peak.

Key Highlights of the Proposed Amendment

New Category for Off-Grid Applications

The proposed amendment introduces a new Category-III specifically for off-grid projects like solar lamps, lights, street lights, and fans, excluding solar-powered agricultural pumps and rooftop installations.

This category will apply to applications requiring individual solar PV modules of less than 200 Watt peak.

Reduced Efficiency Thresholds

For this new Category-III, the proposed minimum module efficiency threshold is 18.00% for both crystalline-silicon (c-Si) and Cadmium Telluride (CdTe) thin-film technologies. This is a reduction from previous levels for solar lighting.

Separate ALMM List

Modules meeting the reduced efficiency thresholds for Category-III will be included in a separate ALMM list, designated as ALMM List-I (DRE), distinct from the main ALMM List-I.

Existing Categories Maintained

The efficiency thresholds for Category-I (Utility/Grid Scale Power Plants) and Category-II (Rooftop and Solar Pumping) will remain unchanged.

Rationale Behind the Amendment:

The MNRE’s decision to propose lower efficiency thresholds reflects its commitment to promoting the widespread adoption of solar energy in off-grid applications. This adjustment is expected to:

  1. Make solar energy more accessible and affordable for smaller-scale applications.
  2. Encourage the development and deployment of innovative off-grid solar products.
  3. Support the growth of the domestic solar manufacturing industry.
