MIB Introduces New Amendments to Cable Television Networks Rules

On January 17, 2025, the Ministry of Information and Broadcasting (MIB) issued the Cable Television Networks (Amendment) Rules, 2025, bringing significant changes to the Cable Television Networks Rules, 1994.

These amendments aim to simplify the registration and renewal process for local cable operators (LCOs) in India and introduce new provisions to enhance the efficiency and transparency of the system.

Key Amendments to the Cable Television Networks Rules

1. Introduction of New Definitions


The amendment introduces a new term, “designated portal”, referring to the Broadcast Seva Portal or any other portal notified by the Central Government. Additionally, the term “registering authority” is redefined to specify the authority responsible for registering cable operators under the Cable Television Networks (Regulation) Act, 1995.

2. Online Registration Process


One of the most significant changes is the shift to an online registration system for local cable operators (LCOs). Applications for both initial registration and renewal of registration will now be processed online through the designated portal. The process will require applicants to submit their documents electronically and pay a processing fee of ₹5000.

Key features of the updated registration process include:

  • Five-year validity for registration, with renewal required every five years.
  • Applicants must submit the required documents and a declaration in Form 2.
  • Renewal applications must be submitted at least 90 days before the expiration of the current registration.

3. Registration Authority’s Role


The registering authority, once it receives the application, will verify the documents and may conduct further verification for specific applications if needed. After this, it will issue a certificate of registration or renewal (Form 3), provided all requirements are met. The registration granted will be valid throughout India.

If registration or renewal is refused, the applicant will be informed of the reasons for rejection, and they can appeal to the Central Government within 30 days of receiving the refusal notice.

4. Appeal Process


A new proviso has been added to rule 11C, allowing applicants to appeal against the refusal of registration or renewal to the Central Government within 30 days of receiving the notification of such refusal.

5. Updated Form 1 for Registration


The application form (Form 1) has been updated to reflect the new online process and documentation requirements. This will standardize the submission of applications and improve the overall efficiency of the registration process.

With the introduction of digital portals and a standardized appeal process, the government aims to create a more seamless and efficient regulatory environment for the cable television industry in India.

These amendments, effective from January 17, 2025, mark a significant step in modernizing the cable television sector and ensuring better compliance with the regulations under the Cable Television Networks (Regulation) Act, 1995.
