JERC Amends Procurement of Renewable Energy Regulations 2024

The Joint Electricity Regulatory Commission (JERC) issued the Joint Electricity Regulatory Commission for the State of Goa & Union Territories (Procurement of Renewable Energy) (Fifth Amendment) Regulations 2024 on June 6, 2024, to modify its current JERC (Procurement of Renewable Energy) Regulations, 2010.

The following regulations amendments are made:

This amendment introduces new definitions related to renewable energy, and outlines obligations for the procurement of power from different renewable energy projects, including wind and other renewable power projects commissioned after specific dates.

It includes Renewable Purchase Obligation (RPO) calculation in energy terms as a percentage of total electricity consumption, the mode and conditions for meeting Other RPO, Wind RPO, and Hydro Purchase Obligation (HPO). Also, new provisions are introduced for meeting distributed renewable energy RPO and obtaining “Green Certificates.”

Previous regulations are substituted with the updated Central Electricity Regulatory Commission (CERC) regulations for Renewable Energy Certificates. It mandates open access consumers and consumers with Captive Power Plants to meet their renewable energy obligations, irrespective of the non-fossil fuel source. This regulation is inserted as amendment.

The amended regulation establishes pricing for new renewable energy projects, aligning with CERC regulations or the tariff adopted. It also introduces provisions for the Cross-subsidy surcharge and its application for Green Energy Open Access Consumers and renewable energy sources.

Also, it implies that non-compliance with the renewable purchase obligation or failure to purchase Renewable Energy Certificates may result in a directive to deposit a determined amount into a separate fund or incurring penalties as decided by the Commission.
