Integrated Management System of the Atomic Energy Regulatory Board

The Atomic Energy Regulatory Board (AERB) has implemented an Integrated Management System (IMS) to streamline and enhance its regulatory functions. This framework aims to ensure the continued safety and efficiency of nuclear and radiation facilities across the country. It was published on March 26, 2025.

The Indian nuclear regulatory system has evolved significantly since its inception, mirroring the growth of the nation’s nuclear program. Initially, safety regulation relied on self-regulation by individual facilities, primarily research reactors. However, as the nuclear power program expanded, the need for a dedicated regulatory body became evident.

In November 1983, the AERB was established under the Atomic Energy Act, 1962, to oversee regulatory and safety functions. The board has since grown substantially, expanding its reach and establishing regional regulatory centers to manage the increasing scope of nuclear activities.

Recognizing the need for a unified approach, AERB has implemented the IMS. This system integrates all aspects of the board’s operations, ensuring consistency and efficiency. The IMS was developed with the participation of AERB employees and is designed to:

  • The IMS provides a structured framework for AERB’s various functions, including licensing, inspections, and emergency preparedness.
  • The system defines clear roles and responsibilities, facilitating informed decision-making at all levels.
  • The IMS reinforces the importance of safety through established policies, strategies, and procedures.
  • The system ensures effective communication of regulatory requirements and safety information to stakeholders and the public.

Key Components of the IMS:

The IMS outlines strategic goals and provides guidance for planning and implementing regulatory processes.

The system details the core regulatory functions and supporting processes, clarifying responsibilities and interactions.

The IMS provides detailed procedures for carrying out regulatory activities, ensuring consistency and compliance.

AERB’s mandate, as defined by the government, is to regulate nuclear and radiation safety in India. The IMS supports this mandate by:

  1. Providing a clear understanding of AERB’s operations and processes.
  2. Enhancing regulatory effectiveness through a holistic approach.
  3. Promoting transparency and accountability.

The IMS will contribute to the continued safe and efficient operation of nuclear facilities in the country. This will benefit the public, the nuclear industry, and the overall safety culture within the Indian nuclear program.
