The Indian government has recently introduced the Institute of Teaching and Research in Ayurveda (Amendment) Regulations, 2023. These regulations were published on 31st October, 2023 and have come into force from that date.
The regulations aim to enhance the structure and governance of the Institute of Teaching and Research in Ayurveda.
Under these amendments, several significant changes have been made to the existing regulations. The summary of the key changes are as follows:
- Definition of Deputy Director: The definition of “Deputy Director” has been expanded to include Deputy Directors for all Undergraduate, Postgraduate, and Pharmacy departments who are duly notified as such. Prior to this amendment the term deputy director was defined as being attached to specific institutions and notified under the Institute of Teaching and Research in Ayurveda Act, 2020. It had previously been confined to mean the Deputy Director (Under Graduate) of Shree Gulabkunverba Ayurved Mahavidyalaya, Deputy Director (Pharmacy) of the Indian Institute of Ayurvedic Pharmaceutical Sciences, and appointed under and “Deputy Director (Postgraduate)” meant the Deputy Director (Administration) of the Institute, all of whom are appointed under the Act.
- Omission of definition of Treasury Rules: The amendment regulation has deleted the definition of treasure rules from the regulations.
- Revised Constitution of Governing Body: The The Director of Morarji Desai Yoga and Naturopathy Institute, Ministry of AYUSH, Government of India will no longer be an Ex-officio – Member to the Governing Body.
- Revised Financial Committee: The amendment regulation now outlines a revised structure for the Financial Committee. The chairperson to the committee will no longer be the The Special Secretary or Additional Secretary or Joint Secretary (dealing with the matter of Institute), Ministry of AYUSH, Government of India. The chairperson will now be the director, who was previously a mere member to the committee. Additionally, the membership of Additional Secretary and Financial Advisor, Ministry of AYUSH, Government of India or his nominee is removed and two new members have been introduced to take their places; Director/Deputy Secretary (dealing with the matter of Institute), Ministry of Ayush, Government of India and Director/Deputy Secretary; Integrated Finance Division, (dealing with the matter of Institute), Ministry of Ayush, Government of India
- Changes in Academic Council: Substantial changes have been made to the Academic Council in Regulation, with modifications such as replacing “President” with “Chairperson” and the addition of new members; three renowned educationists to be nominated by Chairperson and Deputy Director (Post Graduate).
- Modification in Research Committee: In Regulation 12, serial number 3 now uses the term “Director” instead of “President.”
- Revised Planning and Monitoring Committee: The Planning and Monitoring Committee has been adjusted with changes in the composition of the committee.
- Restructured Examination Control Board: Regulation now outlines a revised Examination Control Board structure with members including the Director, Dean Academic, and Heads of Departments.
- Modified Hospital Management Committee: The Hospital Management Committee has undergone changes in its composition.
- Introduction of Search-cum-Selection Committee: Regulation introduces a Search-cum-Selection Committee for the appointment of the Director, Institute of Teaching and Research in Ayurveda, as well as Staff Selection Committees for various posts.
- Empowering the Director: Regulation also empowers the Director as the Head of the Department and outlines the powers and duties they will exercise.
- Pension and Provident Fund: Regulation specifies that the Central Civil Services (Pension) Rules, 1972, would be applicable.
- Medical Facilities: Regulation also states that the Central Services (Medical Attendance) Rules, 1944, would be applicable for medical facilities.
These amendments represent a comprehensive effort to modernize and streamline the governance and operations of the Institute of Teaching and Research in Ayurveda. The changes aim to enhance the effectiveness of the institute and improve the quality of education and research in the field of Ayurveda.
