IFSCA issues Consultation paper on proposed international financial services centers authority (issuance and listing of securities) Regulations, 2021

IFSC in its endeavor to develop a comprehensive and consistent regulatory framework based on global best practices with a special focus on ease of doing business and to enact an all-encompassing framework to facilitate issuers’ access world’s capital markets, has issued Consultation paper on proposed international financial services centers authority (issuance and listing of securities) regulations, 2021. IFSCA proposes to issue the regulatory framework for the following types of listing:

  • An initial public offer of specified securities by an unlisted issuer;
  • A follow-on public offer of specified securities by a listed issuer;
  • Listing of specified securities by a start-up company or a SME; (d) Secondary listing
  • An initial public offer of specified securities by a SPAC;
  • Listing of depository receipts;
  • Listing of debt securities (including SMART City bonds);
  • Listing of ESG focused debt securities.

Comments and suggestions from public are invited on the proposed IFSCA (Issuance and Listing of Securities) Regulations, 2021. Comments may be sent by email to Mr. Arjun Prasad, Deputy General Manager, IFSCA latest by March 31, 2021.
