Himachal Pradesh Revises Water Supply Rates

On September 21, 2024, the Government of Himachal Pradesh announced significant revisions to the rates for water supply across various sectors. These changes aim to ensure fair pricing and encourage efficient water management throughout the state.

Key Updates on Water Supply Rates

1.Rural Water Supply Sector:

  • Domestic Consumers
  • Institutional/Commercial Consumers
  • Commercial
  • Non-Domestic/Non-Commercial

2.Connection Charges:

  • Rural Water Supply: Additional connections will be charged at double the rate.
  • Urban Water Supply: Additional connections will also be charged at double the rate.

3.Sewerage Connection Charges:

  • Any additional sewerage connection will be charged at double the rate.

4. Water Charges for Bulk Supply:

  • Rates for bulk supply by the Jal Shakti Vibhag to municipal committees have been revised.

5. Irrigation Charges (Abhiana):

New rates for irrigation have been established.

Terms and Conditions

  • Metering: All connections, except rural domestic ones, must be metered to ensure accurate billing.
  • Sewage Connection Charges:
    • In both urban and rural areas where sewerage facilities are available, sewage connection charges will be levied at 30% of the water charges.
  • Incentives for Revenue Collection:
    • Urban Local Bodies (ULBs), Panchayat Raj Institutions (PRIs), and outsourced agencies can receive incentives based on total revenue collection from water charges:
      • For collection > 75% to 100%: Incentive of 15%
      • For collection > 50% but < 75%: Incentive of 10%
      • For collection < 50%: Incentive of 5%
  • Free Water Connections:
    • Certain vulnerable categories, including widows, orphans, deserted women, and persons with disabilities (Divyang), will receive free water connections. No consumption charges will be levied upon submission of the required certificate from the competent authority.
  • Subsidized Rates for Low-Income Families:
    • Families with an annual income of less than ₹50,000 will be charged only 50% of the notified rates.
