The National Medical Commission (NMC) has notified Guidelines for Under Graduate Courses under Establishment of New Medical Institutions, Starting of New Medical Courses, Increase of Seats for Existing Courses & Assessment and Rating Regulations, 2023. These Guidelines have come into force from 16th August, 2023.
The objective of these regulations is to establish minimum requirements for accommodation, staffing, and equipment in both colleges and associated teaching hospitals.
Effective from the academic session 2024-25 onwards, these regulations apply to medical colleges established for the purpose of admitting MBBS students. The guidelines dictate that applications for new undergraduate medical education colleges will only be permitted for institutions with 50, 100, or 150 seats.
One of the key highlights of the new regulations is the requirement for colleges seeking to increase their intake capacity. Any college aiming to expand its student intake beyond the initial capacity must demonstrate that they meet all the prescribed requirements. Furthermore, any additional seats allocated must not exceed a total of 150 MBBS students from the academic year 2024-25 onwards.
The regulatory framework also addresses the concerns of colleges that have previously applied for increased seat quotas but were unsuccessful in obtaining them. Such institutions can now request, for a single instance, the same number of seats they had applied for in the year 2023-24. This provision aims to ensure fairness and continuity for colleges seeking growth opportunities.
In alignment with population demographics, the regulations specify a ratio of 100 MBBS seats for every 10 lakh population within a state or union territory (U.T.).
Authorities emphasize that only those colleges that meet these new requirements will be eligible to continue admitting the permitted and recognized number of MBBS students from the academic year 2024-2025.
