Govt. of Delhi publishes Safety Manual for Construction Workers

The Directorate of Industrial Safety and Health, Govt of Delhi, released a safety manual for construction workers. This manual was published on 3rd October, 2023.

The manual emphasizes the importance of safety in the construction industry and provides guidelines to prevent accidents and injuries.

In the construction sector, the safety of workers is paramount, and this manual serves as a vital tool to ensure the well-being of employees while also reducing workers’ compensation costs for employers. The manual stresses that safety is not merely about compliance with Building and Other Construction Workers (BOCW) Acts, Regulations, and Government Rules but is a mindset that should permeate every level of an organization.

Management plays a pivotal role in fostering a culture of safety, and the manual highlights the need for management to establish and enforce safety rules. This commitment to safety is essential to prevent incidents and injuries in the construction field.

The manual emphasizes the importance of planning, coordination, and budgeting in construction safety. It underscores that poor planning and insufficient supervision are major contributors to the risks faced by construction workers. Each construction project and operation should be meticulously planned, with a focus on hazard prevention and control measures applicable to the specific project site.

The manual outlines specific hazards relevant to the construction industry, including demolition work, excavation work, fall prevention, noise management, confined spaces, and hazardous manual tasks. It stresses that workplace injuries in the construction sector are preventable through the implementation of an Occupational Safety and Health Management System.

This system consists of five primary elements:

  1. Management Commitment and Planning
  2. Employee Involvement
  3. Worksite Analysis
  4. Hazard Prevention and Control
  5. Safety and Health Training

The manual advocates integrating these elements into a company’s organizational structure to create an effective safety and health management system. Such an approach ensures that safety objectives are clearly communicated, accountability is established, long-term solutions are implemented, and continual improvement is encouraged. Importantly, it positively impacts a company’s bottom line.
