Government of Punjab Publishes Punjab right to business rules, 2020

The Punjab Industries and Commerce Department vide its notification dated 29th July 2020 has published the Punjab Right to Business Rules, 2020 to ease the regulatory burden on new Micro, Small and Medium Enterprises (MSMEs).

Every new enterprise, willing to avail the Certificate of In-Principle Approval to set up its business in the State, shall furnish a duly filled Declaration of Intent to the District Nodal Agency electronically, in the format prescribed in Form – I or Form – II and all statutory application fee, transaction fee, inspection fee or any other fees chargeable under any Punjab law, notified from time to time, in respect of actions, services and approvals shall be payable online to all the relevant authorities at the time of filing of Declaration of Intent and before the issue of Certificate.

For setting up units in the approved industrial parks, the certificate of in-principle approval would be issued in Form-III within three working days from the submission of declaration of intent by the applicant and for areas outside the Industrial Park, such certificate would be issued within 15 working days.

The said certificate would be valid for a period of three and a half years, and the concerned unit shall apply for regular approvals not later than three years on the Invest Punjab Business First portal from the date of issuance of a certificate of in-principle approval.
