The Goa State Pollution Control Board (GSPCB) has issued directions for continuous monitoring of environmental standards in the state.
It may be recalled that the Central Pollution Control Board (CPCB) had emphasized need for continuous monitoring to regulate and minimize routine inspections and ensure compliance with prescribed standards. This initiative aimed to strengthen monitoring mechanisms for effective compliance through self-regulation in all industries, establishments, and hotels.
According to GSPCB directions, steel plants in the Red & Orange Category must install Online Continuous Stack Emission Monitoring Systems(OCEMS) and Continuous Ambient Air Monitoring stations by 31st August 2024. Additionally, industries, establishments, hotels, common Sewage Treatment Plants (STPs), commercial establishments, residential complexes, and educational institutions with Effluent Treatment Plants (ETPs) of 50 KLD and above, and STPs of 100 KLD and above, must install an online water quality monitoring system by 31st August 2024.
The online monitoring system must monitor the agreed parameters and upload emission and effluent monitoring data to relevant authorities, ensuring compliance by 31st August 2024 in consultation with the Board.
All concerned industries must ensure the installation of OCEMS with tamper-proof mechanisms and facilities for online calibration following CPCB guidelines by the specified timelines of the GSPCB to ensure regular maintenance and operation.
