The Government of Goa in its gazette notification dated 10th August 2020 has notified the Goa Agricultural Produce Marketing (Development and Regulation) (Amendment) Bill, 2020.
As per the amendment, the government shall declare any ‘place’ in the market area as a principal market yard or sub-market yard etc. managed by a Marketing Board, for the purpose of regulation of marketing of notified agricultural produce and livestock, expressly or implicitly in physical, electronic or other such mode, under this Act.
The State Marketing Officer or such officer as may be authorized by him may grant a licence to a person to establish a private market yard, for trading of notified agricultural produce and livestock and private market yard licensee, may register commission agents and other market functionaries to operate in the licenced private market yard.
The private market yard licensee shall formulate a Standard Operating Procedure (SOP) for conduct of business and activities ancillary thereto in the licenced private market yard.
A new Chapter VIII A, Section 60(B) has been inserted which relates to e-trading and establishment/ promotion of electronic trading platform in which no person shall establish and run any electronic trading platform for trading in notified agricultural produce including livestock without obtaining a licence under this section.
Further direct wholesale purchase can be carried out outside the principal market yard or at such place without the establishment of any permanent collection/aggregation centre and the direct marketing licensee shall have to maintain records and all accounts relating to daily trade transactions and shall submit such monthly report, as prescribed, to the Licensing Authority.
