Fertiliser (Inorganic, Organic or Mixed) (Control) (Third) Amendment Order, 2025

The Indian government has issued the Fertiliser (Inorganic, Organic or Mixed) (Control) (Third) Amendment Order, 2025, introducing new quality standards and testing procedures for fermented organic manure fertilizers, both solid and liquid. This notification was published on March 27, 2025.

This amendment to the Fertiliser (Control) Order, 1985, aims to regulate the quality and composition of fermented organic manure fertilizers, ensuring their effectiveness and safety for agricultural use.

New Standards for Fermented Organic Manure

The amendment adds specific quality parameters for “Fermented Organic Manure” and “Liquid Fermented Organic Manure” to Schedule VIII of Part A of the Fertiliser (Control) Order, 1985. These parameters include moisture content, organic carbon levels, pH, electrical conductivity, pathogen absence, and maximum heavy metal content (Arsenic, Cadmium, Chromium, Copper, Mercury, Nickel, Lead, and Zinc).

Manufacturers are required to clearly label bags and containers with instructions for application, emphasizing application 15-20 days prior to sowing.

Manufacturers are also allowed to enrich the product with other nutrients, and must declare these additions on the product label.

Sample Drawal and Analysis Procedures

Part B of the amendment outlines the procedure for drawing samples of soil carbon enhancers, referencing the sample drawal procedure in Part A of Schedule II.

Part C details the methods for analyzing fermented organic manure, including procedures for estimating pH, moisture, conductivity, organic carbon, heavy metals, and pathogens.

Specific instructions are provided for sample drying and analysis of Liquid Fermented Organic Manure, due to the high moisture content of this product.

The new standards and testing procedures will help ensure the quality and consistency of fermented organic manure fertilizers. The regulation of heavy metal content and pathogen presence will protect soil health and prevent environmental contamination.
