ESIC smoothens the process of submission of life certificates for disbursement of pensions

Employees’ State Insurance Corporation (ESIC) has laid down a process for smoothening the procedure for submission of life certificate by ESIC pensioners/ family pensioners in any office of ESIC. This process was conveyed through a notice dated 28th August 2020.

The ESIC states that it is seeking to be a part of the Jiwan Praman Portal of the Government of India

It acknowledges that this would ease the process of submission of life certificates by facilitating their online submissions. However, the process of facilitation will take time and in view of that it has laid down the following procedure:

  1. The ESIC website (www.esic.in) bears a link titled ‘Medical Eligibility for ESIC Staff and Pensioners’. The link indicates whether any employee/ pensioner of ESIC is eligible to avail the medical facility from ESIC, the personal details of the employees/ pensioners and their photographs. This information is based on the data available in the Enterprise Resource Planning (ERP) Module of ESIC.
  2. The pensioners/ family pensioners availing pension from ESIC can submit their life certificate before the head of any office of ESIC/ authorised officer with the request to forward it to the concerned Pension Disbursing Authority. Such request must be accompanied with a copy of the Pension Payment Order (PPO) and proof of identity.
  3. The concerned officer will verify the identity and personal details of the pensioner based on the data on the said link. After this verification, he shall acknowledge the life certificate by making a remark on it that it has been submitted in his presence. The life certificate will then be forwarded to the Pension Disbursing Authority. An endorsed copy must also be sent to the pensioner within 10 days of its receipt. The concerned officer must also upload the life certificate on the ERP Module of ESIC.
  4. The Disbursing Authorities shall treat the life certificate received in accordance with the above procedure as a valid life certificate and shall disburse pension accordingly.

The above facility will be available to ESIC Pensioners/ Family Pensioners aged 80 or more years from 1st October 2020. Furthermore, this facility will be available to all other ESIC Pensioners/ family pensioners from 1st November 2020. The facility will be available until the online submission facility is introduced.

Additionally, all PPO issuing authorities are required to identify pensioners whose data is not updated in ERP and facilitate the updating of the data in the module.
