The State Transport Department of Nagaland has announced a new initiative aimed at improving accessibility for Persons with Disabilities (PwDs) under the Rights of Persons with Disabilities Act, 2016. This initiative not only addresses transportation challenges faced by individuals with disabilities but also promotes their full participation in society.

The Initiative

On July 2, 2024, the Transport Department emphasized the importance of accessible transportation, stating that bus stops, railway stations, and airports must adhere to accessibility standards. These standards ensure that facilities such as parking spaces, toilets, ticketing counters, and machines are compliant with the needs of individuals with long-term physical, mental, intellectual, or sensory impairments. This initiative not only enables better mobility but also reinforces the rights of PwDs to travel freely and with dignity.

Who is Eligible?

To avail of the Free Travel Facilities, individuals must be recognized as Persons with Benchmark Disabilities (PwBDs). The following documentation is required for eligibility:

  • Unique Disability ID (UDID) Card: This card is issued by the Department of Empowerment of Persons with Disabilities (DEPwD), Ministry of Social Justice and Empowerment, Government of India.
  • Valid Disability Certificate: A certificate issued by a competent Authorized Medical Board is also acceptable.

These documents serve as proof of disability and allow individuals to access the free travel scheme.

How to Obtain the Free Travel Pass

The process for obtaining a Free Travel Pass is straightforward:

  1. Application Submission: Interested individuals can submit their applications directly to the Office of the General Manager, NST, located in Dimapur, or through their local District NST Office.
  2. Pass Fee: The initial fee for the pass is ₹50, which is valid for two years. After this period, renewal can be done for just ₹20. If the pass is lost or damaged, a replacement can be obtained for ₹50.

This affordable structure makes the travel pass accessible to many individuals who might otherwise struggle with transportation costs.

Companion Travel Guidelines

For those traveling with a companion, it’s important to note the following:

  • Companions of PwBDs are required to pay the full fare for their journey, which ensures that there is no financial burden on the individual with a disability.
  • However, if the PwBD has a disability of 80% or more, or if they have multiple disabilities and require assistance, one associate can travel for free.

This provision ensures that PwDs who need extra support can travel with a trusted companion without financial strain.

Seating Arrangements

To maintain comfort and accessibility, the Free Travel Facility includes specific seating arrangements:

  • A total of four seats are reserved for PwDs in the designated area behind the driver’s seat in the first and second rows of the bus.
  • These seats will be marked accordingly to ensure they are available for those who need them.

Advance Booking

To ensure a smooth travel experience, passengers are encouraged to make advance reservations. Here’s what you need to know:

  • Advance Requests: It is recommended that requests for the Free Travel Facility be made at least one day in advance of the bus departure. This will help in managing seat availability and ensuring that all arrangements are in place for a comfortable journey.

Non-transferability and Misuse Policy

The Free Travel Pass is strictly non-transferable, which means it cannot be used by anyone other than the individual to whom it is issued. The Transport Department has emphasized that any misuse of the pass will lead to severe consequences:

  • Cancellation: If a pass is found to be misused, it will be canceled.
  • Legal Action: Individuals detected as imposters may face prosecution, underscoring the seriousness of adhering to these regulations.
