Education and Health Ministries Join Forces to Combat Youth Tobacco Use

The Union Ministry of Education and the Ministry of Health & Family Welfare have issued a joint advisory to all states and union territories to combat tobacco use among youth. A press release on this joint advisory was issued on September 21, 2024.

Focus on Educational Institutions

The advisory emphasizes the strict implementation of the Tobacco-Free Educational Institution (ToFEI) manual within schools, colleges, and universities. This initiative aligns with the provisions of the Cigarettes and Other Tobacco Products Act (COTPA), 2003.

The advisory highlights the alarming prevalence of tobacco use among youth, citing the Global Youth Tobacco Survey (GYTS) 2019. According to the survey, a concerning 8.5% of school students aged 13-15 in India consume tobacco products. Additionally, over 5,500 children initiate tobacco use daily, and 55% of lifelong tobacco users begin the habit before the age of 20.

Collaborative Efforts

The advisory emphasizes the need for collaboration between stakeholders, aiming to protect future generations from the dangers of tobacco addiction. This includes raising awareness of its harmful effects and promoting tobacco control measures within educational institutions.

National Tobacco Control Programme (NTCP)

As part of the NTCP, the Ministry of Health and Family Welfare developed the ToFEI Guidelines, aiming to safeguard youth from tobacco and e-cigarette use. The Department of School Education and Literacy, in collaboration with SEEDS, created the ToFEI Implementation Manual, which was launched on World No Tobacco Day, May 31, 2024.

Key Objectives of the ToFEI Manual

  1. Enhance awareness about the detrimental health effects of tobacco use among students, faculty, staff, and officials within educational institutions.
  2. Provide information on available tobacco cessation resources.
  3. Foster a healthy and tobacco-free environment in all educational institutions.
  4. Ensure stricter implementation of legal regulations regarding the sale and use of tobacco products, particularly within educational institutions, public spaces, and concerning minors.

The advisory encourages all educational institutions – schools, colleges, and universities, both public and private – to adopt the ToFEI manual and guidelines as a comprehensive resource to safeguard student health.

Through joint efforts, the government aims to significantly reduce tobacco use among youth and prevent future addiction. Both ministries will work closely with state and district officials to ensure effective implementation of these measures within educational institutions.
