Ease of doing business initiated by Andhra Pradesh Pollution control board

In order to improve the consent management system and to make consent processing more transparent and speedier, AP Pollution Control Board has launched Online Consent Management and Monitoring System (OCMMS). This system is a step towards improving the ease of doing business in the State of Andhra Pradesh.

Following important changes have been initiated under the ease of doing business initiated by AP pollution control board:

  • Filing of Consent for Establishment (CFE) and Consent for operation (CFO) application along with required fee and necessary enclosure shall be made through A.P Single desk portal. There will be no physical touch point in filing of applications, documents, payment of fee etc. Consent orders will be uploaded with digital signature in the A.P. Single Desk Portal.
  • CFE order validity period has been increased to 7 years.
  • CFO Validity period has been increased from 3 to 5 years, from 4 to 10 years and from 5 to 15 years for Red, Orange and Green categories respectively.
  • Time frame for processing of consents has been reduced from
    from 45 to 21 days, from 21 to 15 days and from 15 to 7 days for Red, Orange and Green categories respectively.
  • Auto Renewal system (Green Channel) will be put in place to renew CFO orders based on self-certification of the industry. No physical inspection is required for renewing the consent order. 
  • Green and white categories of industries have been exempted for compliance inspections.
  • MSME units with investment less than Rs.20 Crores can get all the clearances at District APPCB Office.

The Board has introduced computerized allocation of inspectors to inspect high Risk / highly polluting industries in the state once in every 6 months. The concerned officer will inspect the industries and uploads the reports within 48 hours from the date of inspection into the Central Inspection System. The report will be communicated to the industry automatically through the software. If the industry is non-compliant with the conditions stipulated by the Board, the External Advisory Committee under the Chairman ship of the Chairman / Member Secretary will review the report and issue necessary directions to the industry.
