The Draft Teachers Eligibility Qualifications in Medical Institutions Regulations, 2024″ (TEQ-2024) has been officially introduced to enhance the quality and consistency of medical education in India. This regulation, seeks to establish a comprehensive framework for the appointment and promotion of medical faculty in institutions under the National Medical Commission (NMC).
Key Objectives of TEQ-2024
The primary aim of TEQ-2024 is to ensure uniform standards in the qualifications and experience of teaching faculty across graduate and postgraduate medical education. This includes detailed guidelines on the appointment of professors, associate professors, and other faculty positions.
General Norms and Qualification Requirements
Faculty appointments, including Deans, Principals, and Medical Superintendents, are capped at a maximum age of 70 years.
Faculty qualifications align with standards outlined in Tables 3A, 3B, 3C, and 3D of the regulations. Transition period criteria allow flexibility where faculty shortages exist, particularly in subjects like Anatomy, Physiology, and Biochemistry.
For diploma holders and non-teaching medical officers in government institutions, relaxed norms provide a pathway to faculty appointments, contingent on specified experience and training.
Role-Specific Criteria
- Deans and Directors: Must have a postgraduate medical degree with 10 years of teaching experience, including five as a professor.
- Medical Superintendents: Require similar qualifications and experience in hospital departments.
- Senior Residents: Defined as tenure positions (up to 3 years) with specific qualifications and age limits, depending on the specialty.
Equivalence and Transition Norms
The Diplomate of National Board (DNB) qualifications are considered equivalent to MD/MS and DM/MCh for faculty roles if obtained from recognized institutions with additional residency experience where necessary.
Candidates trained in select countries (UK, USA, Canada, Australia, and New Zealand) with recognized postgraduate qualifications are eligible for faculty roles, subject to equivalency criteria.
Research and Academic Contributions
Research remains a cornerstone of eligibility, with specific publication requirements outlined to qualify for various academic positions. Only articles published in indexed journals will be considered.
