Draft JERC (Procurement of Renewable Energy) (Fifth Amendment) Regulations, 2024

The Joint Electricity Regulatory Commission (for the State of Goa and Union Territories) has proposed amendments to the existing JERC (Procurement of Renewable Energy) Regulations, 2010 through the Draft JERC (Procurement of Renewable Energy) (Fifth Amendment) Regulations, 2024, dated 01st January, 2024. The proposed amendments aim to modify the regulations regarding the procurement of renewable energy and the obligations of entities in Goa and various Union Territories.

The draft regulations outline several key amendments, including changes to definitions, renewable purchase obligations, and mechanisms for meeting renewable energy targets. Specific amendments include the substitution of regulations related to renewable energy certificates, changes to renewable purchase obligation targets for different types of renewable energy sources, and provisions for meeting obligations through various methods such as own generation, open access procurement, requisition from distribution licensees, and purchase of renewable energy certificates.

Furthermore, the amendments introduce provisions for the purchase of green hydrogen or green ammonia to meet renewable purchase obligations. The regulations also address the issuance of green certificates to consumers for the green energy supplied by distribution licensees beyond their renewable energy obligations. Additionally, the amendments include provisions for the rating of consumers based on the percentage of green energy purchased.

The proposed amendments also impact regulations related to cross-subsidy surcharge for green energy open access consumers, specifying conditions under which surcharges will not be applicable. Furthermore, the draft regulations address the floor price and forbearance price for renewable energy certificates, which are prescribed by the Central Commission in consultation with the Central Agency and the Forum of Regulators.

Stakeholders are invited to provide comments and suggestions on the draft regulations within 21 days from the issuance of the public notice. Once in force, the regulations will apply to obligated entities in the State of Goa and the mentioned Union Territories, with the aim of furthering the procurement and utilization of renewable energy in the region.
